Lititz Run Watershed Alliance

MEETING MINUTES
October 26, 2010

Logan Myers, Chairperson of the Lititz Run Watershed Alliance called the meeting to order at 4:00p.m. Present at the meeting were Bill Belden, Matt Kofroth, Greg Wilson, Bob Wyble, Gary Gillman, Jim Lafferty, Don Gallagher, Luba Irwin, Nate Baum, Jimmy Kreider, Grant Hummer, Dan Zimmerman and David Gehman. Also present were Bendan Cowhey, and Alex Piehl.

Myers asked that everyone present to introduce themselves and their organization.

APPROVAL OF MINUTES: The minutes from the July 27, 2010 meeting were approved by a consensus of the committee.

COMMUNICATIONS:

GIRL SCOUT CADETTE TROOP 248 - PRESENTATION OF VIDEO: The girl scouts presented a video summarizing their very successful project. They were nominated for the PSATS Youth Award, and received notification of being chosen as recipients of one the awards. The awards will be presented on Monday, Nov.1 at the PSATS meeting. The girls were congratulated on their project and their wonderful video. Thank-yous were also extended to Matt Kofroth for his help in educating the girls on the barrels.

STREAM MONITORING PROGRAM: Zimmerman thanked everyone for their help with the LRWA monitoring. Special thanks to Brendan Cowhey, Manheim Central Senior High student and Tony Robalik who took on additional responsibilities with the monitoring. Franklin and Marshall are also doing their own independent testing, which will help to validate our results. ST Environmental does monitoring as well, in addition to the regular monitoring Matt Kofroth and the Warwick High School students do. The Sportsmen’s Assoc. is also doing their own studies. Dan suggests to set up a committee to bring all the information together and look at trends and meet three objectives; validate the results of the testing; look at sites that still need work and come up with a battle plan, and take some tribs off the impaired list, and to also utilize nutrient credits. Myers added that if we can get the tribs off the impaired list, the DEP would have to look at the entire stream as well. Zimmerman stated that there is not an established testing baseline which is accepted by the DEP. Kofroth expressed his concern that our data remain LRWA data. The committee also suggested getting the Legislators involved. All those interested in attending a meeting regarding the consolidation of stream monitoring reports, please contact Tony or Luba with available dates (meeting to take place after December 10).

CLOSEOUT REPORT FOR BANTA: Zimmerman indicated that after the breach was repaired, we need to allow for sufficient time to see if the repair would hold. After a year’s time, a report needs to be filed with DEP. Pictures will need to be taken to document that the repair did indeed hold. The committee noted that many more native species are growing in the area now, than were there before. It was suggested that perhaps legacy seed were plowed up when the repair was being done.

MAP OF LITITZ RUN - FISHING AREAS: Zimmerman stated that with the popularity of Lititz Run for fishing, we need to educate the public as to what areas are available for fishing and what types of fishing are allowed. A map, brochure and website are the suggestions, with the question as to who will host the possible website. The committee suggested having this information available to people who live outside the community. Greg Wilson will help with contacting the owners of the properties where fishing is allowed/or not allowed.. Dan and Grant will work on brochure and website. The committee discussed the possibility of obtaining a grant for this project.

PROJECT AT RAM CORPORATION: Zimmerman explained that the owner of the property came into the office inquiring what he needed to do as far as serious erosion on his property. He took the committee’s suggestions, and after receiving a permit, Flyway Excavating came in and did the work, which fit in with the owner’s budget.

TREE PLANTING AT WENGER’S FARM: The area down from the Riparian Park, on the Wenger Farm, needs to have riparian buffer planting done. As part of an Eagle Scout Project, the scout will do the riparian buffer planting on the Wenger Farm side of the stream on Nove. 6, as well as the placement of 50 storm drain markers .

DISCUSS MEMBERSHIP TO THE LANCASTER COUNTY CLEAN WATER CONSORTIUM: Zimmerman explained that the Consortium is a new group whose idea is to become the umbrella organization for all the watershed organizations in Lancaster County. Their goal would be to restore the waterways in the county, and address pollution target for the Chesapeake Bay. The group is open to municipalities, non-profits, businesses, ag operators, developers, landowners and school districts. The committee expressed concern over competition for grants, and competition for business donations. The concern is that LRWA might be in direct competition with this new group. There is still some question as to the identity of the group, and what direction they will be taking. The committee feels that we need clarification as to what the Consortium intends to do and the means by which they intend to meet their goals. It may be a good concept in the long run, but more information is needed. All agreed that the municipal support for LRWA added to its success. This item will be back on the agenda for the February meeting.

OTHER BUSINESS TO COME BEFORE THE COMMITTEE: Don Gallagher suggested that LRWA provide the Girls Scouts with LRWA hats, or shirts/visors - their choice. Don will meet with them to discuss their preference. The committee also suggested purchasing hats for the Watershed Day volunteers as well.

Kofroth reminded the group that there is a Watershed Forum this Saturday, October 30, 2010 9-12

Gallagher inquired as to LRWA becoming involved in the Bottle Bill for PA. This would legislate deposits for glass and plastic bottles. The committee suggested perhaps concentrating efforts on elimination of plastic bags.
